All appointments are conducted by phone, and a Pathway, Inc. HEAP team member will contact you via the phone number you provided. An application and all required documents must be received prior to your appointment. Applications for assistance are dependent on the availability of funds.

Who is eligible for HEAP and PIPP?
Ohioans with a household income at or below 175 percent of the federal poverty guidelines are eligible for the program.
Apply Online
- Please submit the following documents with your application (photocopies are acceptable):
- Proof of citizenship or legal residency for everyone in the household.
- Proof of SSN for each member of the household, regardless of age.
- Current documentation of income for the last 30 days for all household members age 18 or over.
- Current, complete bills for your electric and heating utilities.
- Those applying on an applicant’s behalf. A current notarized letter is required for individuals applying on the applicant’s behalf.
