Important Notice:

Pathway, Inc. staff processes applications for the Home Energy Assistance Program (HEAP) and the Percent of Income Payment Plan (PIPP) that are submitted online or by mail to the State of Ohio. Applications are processed in the order they are received, and we aim to provide a determination notice within 12 weeks. When you apply, you will need to complete the Energy Assistance Application: (English or Spanish)

This service does not require appointments.

Appointment Scheduling

Appointments are reserved for clients experiencing a crisis. Only clients in crisis are eligible for scheduled appointments. All crisis appointments are conducted by phone.

You are considered in crisis if:

  • Your utility services are already disconnected
  • Your services are in disconnect status
  • You need to establish a new services
  • You need to transfer services


ATTENTION: Documentation uploaded without an appointment will not be reviewed. If you are not able to schedule an appointment, please apply online at energyhelp.ohio.gov

Who is eligible for HEAP and PIPP?

Ohioans with a household income at or below 175 percent of the federal poverty guidelines are eligible for the program.

List of Documents Required

 Failure to provide all required documentation will delay your assistance.  We require the following documents:

  • Please submit the following documents with your application (photocopies are acceptable):
    • Proof of U.S. Citizenship for all household members:
      • Birth Certificate.
      • Baptismal records (must show location and date of birth).
      • U. S. Passport.
      • Voter registration card.
      • Military Service Record.
      • Verified Citizenship for OWF Program.
      • Indian Census Record.
    • Proof of Legal Resident/Qualified Alien:
      • Naturalization Papers.
      • Certification of Citizenship.
      • INS ID Card.
      • Alien Registration Cards.
      • Re-Entry permits.
      • Permanent Visa.
      • INS Form.
    • Social Security Number: For each member of the household, regardless of age.
    • Proof of Income for the entire household: for the past 30 days for all income types, except Self-employment and Seasonal income. Self-employed and seasonal households must provide 12 months of documents.
      • Acceptable documents include SSA, SSI, and SSDI award letters, pension statements, Child Support, and Utility Assistance documents.
        • Individuals paid weekly need the last 4 pay stubs.
        • Individuals paid bi-weekly need 2-3 pay stubs.
        • If paystubs are not available, you will need verification of your income from your employer (i.e., a printout of your last 30 days of pay)
        • Seasonal employees are required to provide 12 months of income documentation - if paystubs are not available, a printout from your employer is required 
      • No Income: If the household has no income or no verifiable income, you will need the following: 
        • Most Recent IRS Tax Transcript 
          • If you filed a tax return, you can call the IRS at 1-800-908-9946 
          • If you did not file a return, you can call the IRS at 1-800-829-1040 
          • You can go to the IRS website at www.irs.gov/individuals/get-transcript 
          • In person:

    • Current Gas, Electric, or Propane Bill: If the bills are in the landlord's name, a lease is required to demonstrate the tenant's responsibility. 
    • Those applying on an applicant’s behalf. A current notarized letter is required for individuals applying on the applicant’s behalf.
  • Please note that after reviewing your documents, we may request additional information to complete your application.
